Electronic hearing protection will not only amplify your surroundings so that you can hear your game better but it'll prevent hearing damage.
Howard Leights are great, you can get gel cups for them for more comfort and better sealing. The HL's often dip below $40, but even at $50 they're a great buy.
I personally use MSA Sordin Supreme Pro X's and 3M ComtacIII's depending on the occasion. They're both pretty great. The MSA's amplify a little more than the ComtacIII's, but they cut off all volume during gunfire. The ComtacIII's don't amplify as much, but have slightly better directional awareness and are perfect for communicating during gunfire since they reduce the volume instead of completely shutting it off.
I have owned and used the Trijicon LED ACOG and I have also used (but not owned) the tritium ACOG during my time in the USMC.
I have never owned a VCOG but I hear they are as good as, if not a little better than, the Vortex. However keep in mind that you are paying $900 more for literally no gain in performance. Both the Vortex and VCOG are 1-6 variable and are similarly weighted.
The VCOG is more durable than the Vortex, however Vortex has an expansive lifetime warranty. If it breaks during normal use they will fix it or replace it. Trijicon has a 5 year warranty on the VCOG for internal electronics, and a "limited lifetime" warranty for material and workmanship.
The VCOG is LED (no tritium) and works off a single AA battery. The Vortex is also LED and is powered off a common watch/camera battery, a CR2032 battery. The CR2032 is a bit harder to come by but you can buy a huge pack of them off Amazon and never have to worry about having a spare.
Last thing is that the magnification adjustment knob on the VCOG comes with "throw lever", which helps in rotating the knob. The Vortex doesn't have that. People who buy the Vortex usually get the "throw lever" to help adjust the knob, as it can be difficult to turn.

Lastly, if you aren't sure about variable powered optics, just get yourself a Vortex Strike Eagle. It's the Viper HD's cheaper cousin. It's also a 1-6x variable power scope, weighs 17 oz, and only costs $300. The glass isn't as "clear" and the reticule is messier than the Viper HD, but it'll give you a good feel of what the Viper HD is like. If you're unsure, start with the Strike Eagle, see if you like it (or don't) and move on from there. At worst you now have a nice Strike Eagle that you can sell to any of your friends with ARs (they have been selling like hotcakes). At best you'll keep the Strike Eagle and put it on your wife's/kids/friends AR build.

P.S. If you get the Vortex scopes keep in mind they don't come with mounts. Be prepared to buy a 30mm tube mount, like the LaRue cantilever mount. The LaRue is a higher end "quick detach" mount, there are cheaper options available.

For a starter kit, i'd recommend something like this setup:
I use a kit i put together myself for cleaning my handguns, rifles, shotgun, etc, for cleaning. My guns get cleaned differently, which gun it is dictates how it'll get clean and how often.
I bought a Bushnell 1-4x-24mm as a gift for a friend who had no optic. It was "OK" for the $101 (after spring rebate) but the distortion is noticeable around the edge and the reticle is too thick for my tastes. It was better than nothing, but if it were my gun, I'd save up a few more dollars.
In the similar boat, I bought for myself, an Athlon Argos 1-4x for a specific build and I'm about 95% happy with it. The only knock on it is the illumination is kinda useless in daylight, its simply not bright enough. The glass is excellent, the form factor is short, the turrets are repeatable and the reticle is FFP and useable. Its got a pretty forgiving eye relief.
My current favorite inexpensive scope currently is the Primary Arms 4-14x mildot scope. That exceeded all my expectations, especially for the pricepoint. That one, is far beyond your 1-4x criteria however, in terms of magnification, but I just can't see getting anything lower than the PA scope. Hold out for a labor day sale or something, I got the PA scope package with butler creek caps, Burris PEPR mount and scope for $229 shipped during their Memorial Day sale. Not suggesting there's going to be an equal sale on Labor Day, but might as well wait a couple weeks....
As far as budget low, variable magnification optics at or under $200:
I have used the the v-plex version of the Crossfire. I use a lot of Vortex, from this up to the Viper and long-range stuff and am happy with them.
That said, for under $200 the Weaver V3 has the best glass (made in Japan) and is the lightest and most compact. It seems to have the closest to a true 1x of the scopes as well. And the Bushnell PCL FFP 1-4 is the most feature rich and has similar if not better glass to the Crossfire for under $200. It is FFP, illuminated, but heavy. I'd go with either of those over the Crossfire. But they are good scopes for the money and you get the fantastic Vortex Warranty.
Any of the above scopes would likely be a better option than the Primary Arms 1-4 (which would be better than anything from the avoid always NCStar,Barska, etc.) but the Primary Arms 1-6 or Vortex Strike Eagle will both be a potential step up and are excellent for the money and have solid companies behind them. But they are in the $250-300 range.
In your price-range I'd just get the Weaver V3. Simple, light, good glass, and inexpensive.
Comes with what you see here! I planned to put together an AR slowly this year, but I started my first build literally on the eve of the Pulse shooting. Needless to say, I accelerated my plans a bit. Ended up with a pretty fancy AR; nothing terribly extravagant about it, but with it being my first experience, I'm really pleased with the fit and feel. Have yet to bring it out to the range, but I'm looking to fix that on this most patriotic of weekends. But here's the build notes!

After about 25 years of not owning anything except a bolt-action rifle and a breach-loading shotgun, I jumped into the AR-15 world nearly two years ago, and now I'm well-and-truly hooked. I'm still a huge nub, so don't take my advice too seriously.
There's a lot to learn just in one platform. But, don't let that keep you from getting both an AR and an AK.
Learning AKs feels overwhelming for completely different reasons than ARs. That said, I am always impressed with how well my AK performs, and how comfortable it is to shoot.
If you haven't already, head over to /r/ak47 and check out the buyer's guide so you don't make a big mistake early on. The oft recommended WASR 10 is considered the best starter AK for the money. Lurk /r/gundeals for a shot at getting one on sale; they've been seen for less than $550 recently which is better than they were pre-election.
I do have to caution you: Accessories and customization for an AK is a completely different game than ARs. You might find that your "cheap plinker" rifle ends up costing you more to trick out, resulting in the same net cost-of-ownership as an AR shooting slightly more expensive ammo. If you end up happy with a stock AK, though, it's a great investment, and a welcome break from sending .22 cal downrange.
All that said, I think if you're picking a semi-auto purely on the basis of budget and having fun hitting targets, this is what I would highly recommend (after wasting a lot of money on stuff I didn't like):

If you want a good budget fixed magnification optic, I really like Primary Arms stuff - their prism scopes run around $250-300 and are tough as nails with clever BDC/ranging reticles and pretty good glass.
For budget red dots I like PA, Holosun and Vortex.
If you're just looking for a decent cheap RDS that'll get you shooting and hold zero, the Bushnell TRS-25 can be had for $50 or so and will serve just fine. Add a UTG riser (absolute cowitness / lower 1/3 cowitness) for under $10 and you're in business.

I use this to haul around my Colt AR15A4 with an ACOG on top. It's a tight fit, but it definitely fits. It also doesn't scream tactical which I like. Couple mags, ear plugs and glasses all fit in it with the rifle. Hope this helps.

Primary Arms are good if you like the reticle, I used to own one and I enjoyed it but I upgraded and I honestly can't recommend the Primary Arms unless you love the reticle or want the extra 2x magnification. I can see better with the 4x Leupold than the Primary Arms at 6x. Glass quality is just stupidly better.

If you want an unmagnified optic, like a red dot, and have an astigmatism, you may wanna take a look at prism optics such as this vortex spitfire
I'm sure you can find it cheaper elsewhere, but it's a 1x optic with an etched reticle, as opposed to the projected red dot sights. I have an astigmatism and I just deal with the little bit of starburst on standard red dots, but the prism optic above may be a good choice for you.
If you want to test out a cheap red dot option to see if it's okay for you, I'd recommend the Bushnell trs-25 as it's one of the better low-cost red dots. And if you don't like it, just return it.

If you're trusting your life to a budget red dot that is the way to go, 50,000 hours of battery life so you never have to turn it off.
I've heard good things about that light as well and own a TLR myself (made by the same company) and its great, that mounting option attaches directly to the front sight post so you don't need a new hand guard, if you do want a quad rail though I recommend this, I have an MI quad rail on my rifle and its rock solid.

That rifle may or may not be worth $500. MI uppers are usually decent.
For .223/5.56 $0.30 per round is generally a good price for brass case ammo. Walmart and some other stores sell steel case for as low as $0.20/round, quality varies. The best cheap ammo is Wolf Gold, purchased in bulk online. Use www.ammoseek.com to find it.
Keep an eye on Palmetto State Armory's website. They include PMAGs with tons of deals, effectively using them as packing peanuts. Use a prepaid credit card or www.privacy.com for buying from PSA due to ongoing, infrequent, credit card theft.

For a magnified scope, there are the usual players such as Leupold, Nikon, Bushnell, Vortex, etc. Just depending on how much you want to spend and at what range you imagine shooting at. Take a look at the Vortex Strike Eagle or the Vortext Spit Fire for a magnified red dot.
There are also "combat" oriented ones, such as the EOTech or Trijicon ACOG, but they get pricey.

This might be excessive, but I wanted to be thorough so you can see what all is out there. I am having trouble thinking of anything that the following tools can't do, in terms of AR building and maintenance. This is basically my setup at home, though some.of the brands and whatnot are different.
I am operating under the assumption that you already have some basic hand tools in addition to the torque wrench.
The only things you absolutely need are roll pin punches and an armorer's wrench and some basic hand tools like Allen wrenches, screwdrivers, needlenose pliers and so on. The rest just expedite the process and help solve weird issues that may come up.

What muffs are you using? Are they the big, blown out kind? If they are then there's your main issue, big muffs that over cover your ears down to your cheeks will always make shooting uncomfortable. Like I said, get some different ear pro and try shooting then. There are various types of plugs that have very good hearing protection so you don't have to worry about going deaf; we use these at work and I'll swipe a couple pairs to shoot with, you really can't hear a thing with them properly inserted and work awesome when oper8ing.

The surefire scouts are nice but they're a rip off. I've used both, and have the streamlight on my rifle now. It's 625 lumens and comes with everything needed to mount it to a pic rail with a tape switch. The surefire doesn't come with a switch OR tail cap, they bang you for both of them separately
Pair that with the magpul offset mount which screws directly into the mounting hardware on the streamlight with two screws and mounts directly to your mlok rail and you have an awesome light for $120

Then, I went and got half a sheet of 3/4 inch plywood at home depot for about $15. I put it on top of the cabinet and screwed it down. Then, I had a $15 workbench. The best cheap hearing protection you can buy. Worth every penny. I own 3 sets and my brother in law and father have multiple sets after I showed them mine. They are actually capable of amplifying your hearing, then go silent when they hear a gunshot.

I would pass on that. For an extra 120 you can get a much nicer rifle. Buy that plus a cheap red dot like the trs25or iron sights and you be set with a sweet mid grade rifle. His rifle looks pretty stock aside from the cheap looking handguard and possibly an "enhanced" trigger.

The vortex Strike Eagle is highly reviewed, but I have not seen one in person. I do plan to purchase one at some point. It is slightly over your budget at ~$320, but I think it is something that you should take a look at.

It's not difficult, you just need the tools to pull your current handguard off and remove the barrel nut (because most handguards comes with their own proprietary barrel nut). Then you'll thread on your new barrel nut, tighten it down to roughly 30ftlbs, install the new handguard, and you're done.
You'll probably need an AR15 armorers wrench, anti-seize/grease of some sort (I like Loctite Anti-Seize, but some people have heartburns over what to use. Something is better than nothing), and a torque wrench. And probably also another inch-lb torque wrench.
As for the quality of the handguard, I've never used that one, so I can't speak for it.
Here you go only surefire light I have. Someone convinced me it was the best. With the tape switch and the end cap it is more than $300.00.
All of my other rifles have this. The Streamlight product also includes the cap for the tape switch and the tape switch itself. The beam is not as focused at distance but considering most people are going to be in an HD situation at 25 yards and under for the price difference it is a fine light.

Sights you can find these cheaper elsewhere, the standard MBUS are fine.
If you want a magnified optic (unless you really enjoy shooting irons or want to shoot more than 100-200 yards) this scope or this scope with either Burris PEPR or Aero Precision Ultralight mount if you want something is isn't fuckheavy. And yes, optics are expensive. You'll do fine with MBUS for a while but save up for an optic eventually.
I don't mind you using my rifle as a template at all, I certainly don't claim to have come up with the concept of it, it's a very popular setup for a reason.

I've been using the TRS-25 and it's been good. I've got it on a 1" riser for a lower 1/3 co-witness with my irons. I'm saving for a Vortex 1-4x but haven't felt like I needed a better sight yet. It's tolerated the recoil of a few hundred 12ga rounds and another couple hundred 5.56 and held zero just fine.

I have no plans to get rid of it, the only reason I have am building this one is, I had a trade deal too good to pass up on(2 glocks 35-27 gen3 and gen4 both like new for my budget build [apx $600]). So with this build I have been trying to keep the quality of the parts I am using above the quality of the last one (Spikes lower rather than Anderson, magpul parts, rather than ATI, etc...). This is what I had on the last one and I like it, however a lot of the poeple I have talked to said they seem to like their holograpgic/red dot more as you can find your target in the sight faster, and for the distnaces I am looking at, there is no need for magnification/zoom.
I’m so happy I snagged it. Ideal scope for my extreme budget.

It is a Yost LV-4 and a cutting board from Ikea. I can't find it on their website but its raised about half an inch on two sides so it made mounting the vise really easy.
Very nice, except your optic is airsoft poop and needs replacing, your BUIS are poop (and the rear is backwards) and your front needs to be made for a lower gas block as the gas block on the DPMS is not in-line with the upper receiver rail.
However, barring that, I like the look you're going for. I'd recommend the Bushnell TRS-25 since it's widely accepted to be a good budget red dot and should look similar to what you have now, except able to properly co-witness with your BUIS. As for BUIS, make sure to find something that specifies it is for shorter gas blocks. If it doesn't say it is, then it isn't.

There's a slight wobble between the upper and lower, any way to fix that? It's very slight, but I want it to feel rock solid.
On all three of mine I've got red dots zero'd at 50 yrds. I have to hold over some at 100 but I'm gonna switch to my AR-15 if I'm gonna be shooting that far or longer. I've got TRS-25's on 2 of them, and a FieldSport Micro Dot on the other that's almost identical, just a lot cheaper. The red dot works good for me in USPSA PCC division without being too bulky. I don't see the need for a $300+ optic on a range toy

I like discrete cases, I have this one for simple range trips, if I'm bringing a pistol, multiple uppers or more then just the a single rifle, I use this one.

Make sure to order a riser for the Bushnell sight so that it cowitnesses with your front sight. Most people that order from amazon recommend this one, but any riser that is approximately that height (0.83 inches) should work.

Going away from the norm...at least on Reddit...may I suggest the Matech rear sight. It allows for elevation adjustments which most other rear sights do not. You can find them cheaper on eBay (be wary of knockoffs) or sites like armslist.
This on a UTG riser. It was gifted to me for Christmas and I figured it fit the bill with the rest of the rifle.

Yep. You can get them without the riser for $40 when they are on sale. You can then get a UTG Med-pro Compact Riser Mount (0.83" High) for $10 bucks and have a co-witnessed sight.
Any idea how it compares to the Primary Arms 1-4 or the Bushnell AR Optics 1-4? Or anything else you have to compare it against? The Crossfire II is at the top of my list actually along with those others I mentioned.

Thats all well and good, but I am disagreeing with the statement "Any red/green red dot under 100$ isn't worth the money". There are certainly decent red dots under $100 and if you look around, you can find the TRS-25 for under $100. Exhibit A

I now use it mostly for my 11.5" SBR and 14" SBS as it can hold both of them at the same time (the SBS is a tight fit). But I have also used if for my 16" AR broken down with the upper on one side and the lower on the other.
It works, doesn't scream "rifle!" and has held up pretty well so far.
