Hello!

  1. I have this scale and can recommend it. Don't worry about the timeout - it's only a problem if you take aaaaaaages measuring a single ingredient. Important: you will have to buy a 500g calibration weight as well.
  2. I buy PG/VG from VE and have had no issues. If you get express shipping, it might be worth asking them to put them in a bag as they can leak (due to pressure changing on the flight).
  3. They look like pre-mixed flavour bases. E.g. you mix them with PG/VG/Nic and it's ready to vape. You're essentially buying pre-mixed recipes.
  4. Everyone raves about the Evic VTC Mini. Sounds like it ticks all your boxes (apart from maybe the silver colour). It has the benefit of being slightly future proof (firmware upgradeable).

I suggest heading over to /r/DIY_eJuice and reading all the info in the sidebar. There are a few getting started guides that were really helpful when I started out.
My other suggestion is look for recipes that sounds good to you. Pick 5 or so, then buy the ingredients needed for those. This is a much better way to start than buying a bunch of flavours and realising you're always missing ingredients for the recipes you find.

I use the LB-501, you could find a DC adapter with the same specs with AU prongs, or just get a cheap prong adapter, the DC adapter it comes with accepts 100-240v. If you get the AW LB-501, you have to make sure to get the one that does 500g, not the 1000g, not the 3000g. This on Amazon is around 64 AUD with shipping, so it says: https://www.amazon.com/American-Weigh-Scales-LB-501-Digital/dp/B005UGBG20/ref=sr_1_1?ie=UTF8&qid=1491616909&sr=8-1&keywords=lb-501
