Hmmm...the other specs are fine, but integrated graphics I don't know about. If you can run games that use Direct X 9, then you can definitely load the game.
If you played on low and turned on the setting that's something like "optimize for lower end PCs" or something, then you could probably hit 30 FPS. But I'd seriously recommend investing in a better GPU, like a cheap one.

If you got this GPU, you could definitely run the textures on medium and everything else on low and more than likely have a solid 60 FPS.

Except for the fact that I added in my own 250 GB SSD and put windows 7 on it instead of 8.1, that's the model I have and I have great FPS for the games I've played on it. The reality is that desktops always have better potential than laptops do and cost less, but that doesn't mean you can't have kickass laptops that do all of the things you'd want to do on a desktop just fine. You just need to know what you're doing and take good care of them.
My year old Asus runs it at about 60fps (with dips in areas of high traffic and certain dungeons) 1080p with most of the settings on 2-3 and no anti aliasing. It's got an intel core i7-4720HQ, 8gb of ram, and an Nvidia Geforce GTX 950M. A 940M could probably run it a bit slower/lower settings, but I can't guarantee it (laptops with 940Ms seem to be around $650 on Amazon).

I love my Asus laptop but their support stinks. Looking at Asus laptops just sub-Rog and looking around for a deal on them is a decent way to find a good model for a good price.
For under 600 USD, you'll be pretty hard pressed to find a gaming laptop that can play AAA titles. The BEST laptop at that price point is this one. It features an i5 6200U CPU, 8GB RAM, and a NVidia GeForce 940M GPU. Although this GPU is not designated for gaming, it's far superior to integrated GPU. It also features a dual core CPU with Hyperthreading, so you will be able to play games that has a 4 core CPU requirement. This laptop will be able to play stuff like League and Dota. I'm not sure how this one will run Blade and Soul, but I think it'll be good enough with a few tweaks to the in-game settings.
Save 300 more dollars and you'll be able to get this one. It features an i5 6300HQ Quad core CPU, 8GB RAM, and a Nvidia GTX 960M GPU. This gpu is designated towards gaming and is about equivalent to the desktop GPU Nvidia GTX 750ti.

use an ethernet cable from your router to your computer/laptop. That will give you a wired connection which is MUCH more stable than wireless (wi-fi)... If the distance between your router and computer is an issue (where you can't use a single cable from the router to your computer due to cable concerns or whatever), you can try a powerline ethernet solution such as this one that i use that might fit your needs.
Really? I spend less than 10 seconds per loading screen. Do yourself a favor and buy one of these they're pretty cheap. Only $22. It's 2019 not 2009.

dungeon and open world fps are anywhere from 60-80 at "apply to all [4]" settings but in 24m BT raid fps drops to ~25-30 even when graphics are turned to [1], would not recommend. cost me about $1000 few years back

Check your temps when the FPS starts going down. If it is a thermal problem (most likely), try getting a laptop cooler (something like this http://amzn.to/1RlQ0fp).

I don't know what your budget is, but if I were to get a laptop for Blade and Soul it would be either this one(GTX 960M/i5), or that one(GTX940MX/i5).
Though consisent 60 fps is very hard to acheive, unless you're willing to fork over some mass money for a beast computer.
