As the game is a direct sequel, and has fairly similar mechanics to the first game, I would strongly recommend picking the first up. It shouldn't be hard to find - you can either buy it digitally, and well I can find it on Amazon fairly easily as well.
Most likely, you will be fine starting with Second, but Bravely Default is both available now and likely cheaper, so I'd recommend starting there.
