I was just thinking about this. I picked up a Pelican 1200 on Amazon for $39.99 as part of last year's Black Friday sale. It's currently listed as $67, but I think this is somewhat of a mainstay for their annual sale. I don't know that it's 'non-bulky', but it's definitely strong and the pick and pluck foam makes for a nice custom fit for my 1911.

You're best bet for a cleaning kit is to get one of the deluxe versions. They only cost ten bucks more but you're good for this and future purchases.

Hard case protects a bit better but soft is fine to.
Patches come with the kit. Unless you're using Otis or some other brand that requires special patches get what ever is one sale. They're all the same.
You'll usually get a small bottle of oil with the kit. 3in1, Hoppe's, or Remington are all fine. The expensive stuff doesn't really do much other than waste your money.
Slings are for carrying your gun in the bush. At the range they generally want you to move you gun while cased. Get a piece of string and test what looks/feels right. Most slings will come with 6" of adjustment. You don't want it to be overly long that the excess flops about but to short isn't handy either. Measure the interior dimension of your sling swivels so you get the right width. A cheap nylon one will work the same as a hand tooled leather one but leave you more money for ammo.
Get a silicone gun & reel cloth for wiping your gun down before you put it in the safe.

If I was budgeting $400 I would probably try and grab the FV with the heavier target barrel (It sounds like mainly you're hunting paper).

It looks like the MK II has a rebate available for $30 so you could mail that in and have $130 left over for a scope. You could likely get one better than the one that comes packaged.

The simmons is probably about on par with the packaged scope but the AO will be a benefit.
but if you picked up a Nikon rimfire prostaff you would have a stellar package, downside to the prostaff is I don't think it comes with rings so you would need to buy rings too ($30 on the high end). This would put you about $50 over budget.

If you can find it Birchwood Casey Sight Black works great. It's an aerosol spray and non-permanent. Not sure where to get it these days though. Brownells stocks it but I dunno if they ship it to Canada.
Still one of the funniest things I've seen is some guy grab a can from someone's shooting bench and blast it into the chamber. "That's not oil, dude."

Shelton is more pro-gun but both have good info. Most other books are just 150 pages of someone's opinions.

Price has gone up 15 bucks since I ordered it a while ago (probably the weak dollar), but shipping is free. Mine came with a white powdercoat and actually measures about 10" from top to bottom and 9" across the round part. It is AR550 and takes everything I shoot at it.

The Lyman 49th edition is really good.
I have a couple of these that I swap out whenever I remember. I don't have any problems with rust, though I'm in a relatively dry part of the country to begin with. If you're really having problems it's hard to beat a nice light coat of oil.
Go buy a cheap tow strap and cut lengths of that. Bullets will punch through it 5-6 times before it falls apart. The chain will take 1-2 rounds before it goes. You can also use old firehose if you can source it.

Grab a bullet puller, dump the powder and drip some oil in to saturate the primer to render it inert.
Once you have the puller, you can then slowly accumulate everything you need to get into reloading, so it's a win-win.
