Mod Podge has too high of a water content, which is what causes bubbling and other issues. Switching to Neutral PH adhesive from LINECO changed everything for me. It still gives time to move and adjust pieces, but there's no lifting. You can get an 8 oz bottle on Amazon for like $9. Highly recommend it!

Technique tip - paint your surface with a coat of gesso & let it dry before you start working. It gives the surface you're working on a tooth for the glue to grab onto.
Finally, press/flatten your pieces down with a bone folder after they're where you want them.

You gotta protect your collage with solvent-free varnish (like this one https://www.amazon.fr/Golden-Polymer-Varnish-8oz-Satin/dp/B001YJTSGS/ref=sr_1_8?__mk_fr_FR=%C3%85M%C3%85%C5%BD%C3%95%C3%91&keywords=golden+varnish+polymer&qid=1558770232&s=gateway&sr=8-8). Put one layer, let it dry, then add a second layer for security.
You can also use a spray varnish but it won't fill the tiny holes and hidden bubbles that will pop out when the resin is drying, so I would recommend using the liquid varnish to avoid having these bubbles.
Liquid varnish can be applied with a soft brush, and dries relatively fast. Always take photo of your work before applying varnish. Finally, varnish can be matte or glossy. The gloss isn't very strong and if you pour resin on it it becomes useless. The gloss also makes it look kinda cheap, like if it was covered with some glue, so I'd recommend using the matte varnish instead, which protects it well and gives a great look at your work even without resin.
I’ve tried SO many different types of glues and adhesives: (mod podge, matte medium, speciality book binding glues, ...) I’ve found that if it’s liquid, and water-based, it will wrinkle.
I recently tried this rubber cement, and it really doesn’t wrinkle the paper (even thin magazine paper). It stinks 😷 and it dries much faster than I’d like, but it doesn’t wrinkle.
Also, UHU glue sticks have worked well for me.
