I wore these for my Carnaval costume this year, they were great. They operate on a coin battery, so the switch is small and easy to hide, they were super bright and they lasted all night. They come in tons of colors too and they're relatively cheap.

BAsically, you would have to get two rolls (36" x 60" is a pretty standard size for the foam) and use the the 60" as length and the other 36" as width. So you end up with a piece that's 60" long by 72" wide. You can always make it less wide. Shape it with heat, paint it purple , cut out some eyes and voila! You got a beanos costume.

Get one of these in white
Buy a purple blanket/sheet/tablecloth from a thrift store (make sure it's pretty light, even a big piece of tissue paper or wrapping paper maybe) and cut into a ring/donut shape (fold in half, cut two half circles, you got this) and wear it around your neck
Get a green wig or get a green hat and add some paper/tissue paper "leaves" with glue
paint your face purple or green
That jacket looks to be similar to this one. For the single black line on the front shoulder part, you could get some black fabric from a craft store and cut out the same design shape then sew it or use fabric glue/tape to apply it to the jacket.
This jacket is less expensive and would work too. If you want the black zipper line on this one, you could get some black acrylic paint and use a brush to paint this part as well.
