Dress in easily removable layers, it never seems to get cold enough to stay bundled up. Definitely invest in thick socks or toe caps, and decent gloves, that's where you feel the most "bite" from the cold. I usually ride with glasses to keep the wind from my eyes, in really cold weather I actually have ski goggles that fit with my helmet on. Also, I snagged a Micro Fleece Balaclava with Windproof Face Mask. Great for those below freezing joyrides!
Whatever you do, please don't buy a bike from a department store. I would recommend something in the $300-$600 range. I ride a road bike most of the time, but for a daily commuter I would recommend something like this Critical Cycles Single-Speed/Fixie. It's simple and affordable, while not being a piece of junk that will fall apart on you.

It shows every road in the state, and whether they are paved or dirt/gravel.
You can pick just about any small town within an hour or so from Dallas, park at the city park or school, and ride in any direction on empty country roads. Stick to the backroads, not the highways (although the FM roads are usually pretty quiet too).
