The books are harder to find at libraries but yours could have them (or maybe do an interlibrary loan for you). If you have a cool comic shop nearby, they might stock or order them for you. Amazon has them here: https://www.amazon.com/Popeye-Vol-4-Plunder-Island/dp/1606991698 . A little hard to find and a little expensive, but my friend, if you like Herge/Barks, you'll love Segar's Popeye! Especially the middle stuff, like vols. 4 and 5.

I would say the best place to start is with the first volume of Fantagraphics' complete Barks Scrooge collection, "Only a Poor Old Man". It includes some of Barks' best work IMO. Or you could try the first Don Rosa volume, "The Son of the Sun". Rosa crams his stories with a lot of references that you won't get if you haven't read Barks, but adults might find his stuff easier to get into because he was primarily writing for other adult fanboys like himself rather than for children.

I'd love to read them sometime, the only experience I've ever had with the big Duck comics universe was the occasional free comic they gave away on the PSP's short-lived comic app. Is this a good place to start?

The hat is different in the 1987 (tartan) and 2017 (unicolor) versions.
