Hey man, welcome to the world of flashcarts! If you just want to play plain old Nintendo DS games, I'd recommend the R4i Gold 3DS RTS. It's the go-to flashcart for people who want to play NDS games. I would also recommend getting a fast, high quality Micro SDHC card so that you can play your games with no lag. Pokémon games in particular have problems on lower-end Micro SDHCs. Load and save times are also affected depending on the quality of the card. I'd go for this Micro SDHC. It's pretty inexpensive too. I'm going to be upgrading to the 32GB version of this card soon. But for your needs, I doubt you'll need any more than 8GB. I have about 25-30 games on my 4GB card and I still have 1GB to spare. BUT, like I mentioned before, the card is too slow and my games sometimes freeze and take kind of a long time to load/save. So don't make my mistake! Haha :)

For the DS console, grab the R4 3DS Dual Core http://www.r43ds.org/products/R4-3DS-Dual-Core.html and for the GBA SP you can't go wrong with the EZ FLASH IV if you want a bit of a cheaper GBA SP card, then the Supercard Mini SD is also an option: http://www.amazon.com/mentalKase-Mini-Super-Card-Adapter/dp/B016OSTG24/ It is a bit cheaper, and works okay. If you can spare the extra few dollars though, I would recommend the EZ Flash IV
I wouldn't get the DSTwo+ for the time being. There are some reports of the thing bricking systems (again, due to an update by the gateway folks from the looks of it - much like they did with the r4i gold 3ds card as well). Your option on 10.2 for 3ds games is the Sky3DS card and you can actually use it to help enable homebrew as well. if however homebrew is all you want to do, then cubic ninja is the only thing you'll need. But with the current prices on that game you may just want to buy a sky3ds anyways and run that game. It's actually cheaper to get the sky3ds
The R4i Gold 3ds should support up to 32gb of micro sd card. I don't think it support anything above that though or maybe there's a way to make it work by performing certain formatting on it. But bottom line is, your card will work on it.
One highly recommended reliable site is the http://nds-card.com/. Even gbatemp personally recommended it too. They should have everything you need. I've took a look and it looks like their stuff are pretty complete.Bad reviews. Don't use that site. Can't recommend you any other site since I have never used them before. Wouldn't want you to take the risk.
As others said, the EZ Flash Omega is your GBA solution. As for DS games, I'd recommend the R4i RTS 3DS card. It's very easy to use, and if you get a proper one it won't have a timebomb (which will disable the card when the date is past a certain point).

Then you just need to grab the kernel from the official R4 site (pick the one that matches the label on your card) and make some folders for your roms, and you're set.

The absolute cheapest SD card solution would be the Super UFO Pro 8. It won't run any of the enhancement chip games except for DSP games (as long as there's a corresponding DSP game inserted into it's cartridge slot), and it has an 8 character name limit, but it works.
I don't know of any EU since I'm NA but you would want this card. It's cheap and 32gb

It would but it's a class 4 which is slower data transfer rate. Ultra plus are class 10 which is faster.

I dunno if you mean the Flashcart or the SD card. I should note it shows the icon for the random japanese game on the DS Menu as it should.
