Tod Howard did entertain the idea in 2009 stating:

The statement is pretty vague but after Fallout Shelter's release and Skyrim coming out for Amazon Alexa who knows?
FYI you can get fallout 3 GOTY edition for the same price as 1600 points (the cost of just 4 dlc if you have gold), both are $19.96. So I'd save those points for something else.
So for the same cost as 4 dlc, you get the whole game and all 5 dlc. Then just resell your non GOTY copy.

You're better off buying the full game even if the person owns it. It's $13 currently on Amazon but there are used copies too. The DLC just gets saved to the 360 hard drive anyways

Anyway, a GOTY edition does exist for the Xbox 360, but apparently only on disc. For some reason probably not even Microsoft can explain, the GOTY edition was never available as download.
I found it on Amazon for around 20 bucks, though.
