Thanks for sharing OP, I think somewhere like /r/republicanism (political philosophy not US political party) may be better suited to talk about a potential transition from Republic to empire. I am keeping it up though, as it does talk a decent bit about foreign policy and opens the floor up to discussion about America as a 'rogue state', and the effect of its superpower status.

You might be interested in this book on the subject for a more academic take (American Amazon link). This PDF is well worth it for a good overview (title: "Is America a Rogue State?" by the Foreign Policy Centre).

This article mentions it in passing, and is what I was quoting, though it was technically the (moribund) Soviet Union that proposed joining. A small part of me thinks that Russia still continued to consider eventually joining (as it did the PartnershipForPeace initiative, and many other initiative since like the NATO-Russia Council etc.) but couldn't find a source for that.

I had one I read a long time ago, and I've consulted my University's library and am fairly sure it was this book (though not 100%). I could probably dig it out of an essay I probably used it in if you're really interested.
