The reason a neckweight is the best, is that your positive buoyancy comes from your lungs. The rest of your body is neutral. So the weight to counteract that positive buoyancy should be placed close to the lungs, or else your position in the water will be skewed.
If you have perfect, neutral buoyancy, but skewed, you will be correcting your position with every stroke. that's a waste of energy, and one more thing on your mind. And the whole point of freediving is to be able to forget EVERYTHING but the feeling of total freedom :-)

Pro tip: when you fill the inner tube with lead shot, use a tube for mountain bike tires ( http://www.amazon.com/Venzo-Mountain-Inner-Tubes-26x1-5/dp/B006WRVY9Q)
That should be able to hold at least 2 kg.
If you're looking for more weight, either find a bigger tube, or do this:
when you've poured the maximum amount of lead shot into the tube, close the end you've poured into as well ( with a zip tie, or a clip of sorts) Then start massaging the lead shot towards the other end. some use compressed air to blow up the tube, and then the lead shot just falls into place, and you can pour in some more. I've managed to fill 4,5 kg's of leads shot into a mountain bike tire tube.
Only remember to use some duct tape to stabilize the tube afterwards, or else it will break eventually. And you dont want to spend an hour picking up lead shot from the floor of the local swimming pool. (although it was good apnea exercise :-) )

I've got a Mares Viper and it's awesome. I've written an Amazon review that can be found here if you're interested. Cool pic of me with some fish wearing it too. https://www.amazon.com/gp/aw/review/B00PG8SNQY/R7DPHB4E92C72/ref=cm_cr_dp_mb_rvw_1?ie=UTF8&cursor=1
You really have to find one that fits you best though. Learn how to proudly fit test a mask, the five shop should be able to help with this.

I've been diving with one of these for a year.
http://www.amazon.com/gp/product/B0067WLT6Y?psc=1&redirect=true&ref_=oh_aui_detailpage_o03_s00

Works nice, gives me what I need. Not really super feature rich compared to other models though, but definitely easy on the wallet.

As I recall though, it was about $80 when I bought it about a year ago off amazon, so you may be able to get a better price elsewhere.

Get you a nice freediving backpack that you can also use for travel. The florida free-divers backpack is good for beach dives and boat rides but if your looking ford something to fly and travel with you can get the riffe backpack with fin clips on the back. If you’re looking for fins to fly with in your carry on I recommend the riffe backpack with clips so you can easily remove them and slide them into a place that fits. Not the easiest way to travel and youll def get a lot of looks but you gotta do whatcha gotta do. If your serious about freediving, fins are one of the most essential part of your gear, dont settle for short fins to make traveling easier.

I bought these Seac Motus fins for my first pair: https://www.amazon.com/SEAC-Diving-Powerful-Spearfishing-Freediving/dp/B00JMXX6XY/

I'd recommend trying on fins and looking for the best fit rather than shopping for a brand.

As others have mentioned, avoid full face masks AT ALL COSTS. not only will they not work at all for freediving, they might just kill you while you're just snorkelling.

I live in a landlocked state and can't get out much for true freediving, but picked these up and haven't had any trouble whatsoever:

I'm sure they're not top notch, but price to value ratio is high on them.

Also, for a snorkel, just get a standard J snorkel without any fancy purge valves. they work much better for freediving.

I saw these same fins on Amazon https://amzn.com/B00846ZTO4 pretty good reviews.

They didn't put enough details about the sizes - should I assume these are for men only?

I'm 7.5US/f and I want them!

I have this one.I got it to primarily measure depth and in my experience it accurately does this. It automatically tracks and records how long your under water as well. For scuba divers it tells you if your coming up too fast. It also measures temperature but its slightly inaccurate since its always next to your body. Pretty cheap for all that it does.

Greatest book concerning free-diving.

Also, you must never hyper-ventilate, as it increases your probability of fainting. Hyper-ventilation refers to taking sharp and quick breaths prior to going under.

I’ve heard that the Pyle watch is decent. Not great, but decent. The one person I know that has it likes it

Do you use some sort of wetsuit wash? Maybe it just needs a clean.

The stuff I use even gets rid of the smell of parrot fish slime.

Would it be possible to buy a pair of these ankle weights and clip them together to form a neck weight?

the Pyle is probably your best bet. It doesn’t do a whole lot but that seems to be what you’re looking for. It has a fast ascent alarm and I’m not sure if that can be turned off because the reviews make me think it’s set for a scuba fast ascent
