This is what a riser looks like, and then generally you get custom cases like this, although I generally build cases with the same design.
Well my main advice is that power supplies don't come with enough PCIe cables for this, and you can use CPU ports, so you should buy more cables for your particular power supply. i think you need to spread the load. I don't know about Titans, but i am using 1070s and have run into issues. Another alternative is to buy something like this:

Not to rain on your parade or anything, but are you talking about something like this?

You have something like This? Does it being a laptop really reduce hashrate that much? Was thinking about getting one
Do you have an ITX motherboard? If not, I find it hard to believe that it only has 1 PCI-E slot.
To answer the question though, it's possible but expensive.
You'll want to go ahead and order the ARCTIC Accelero Twin Turbo III Graphics Card Cooler with Backside Cooler. The blower GPU's run much hotter than other models and with this aftermarket fan it will run much cooler.

About the motherboard, I got this one which has place for 6 Cards (You know... just in case): https://www.amazon.de/dp/B01MT60L5A/ref=pe_3044161_185740101_TE_item
No, you need a bigger PSU, both of those cards combined will suck at least 200W each under load, maybe even 225w.
Safe bet is to get a 750W PSU
