I recommend the 5700 navi gpu. It should get you some decent performance and you will get even more once you decide to upgrade your cpu and mobo. at that price range, you'd probably be looking at either a 260X or a 750Ti.
Personally, I'm an AMD guy, but both of those cards are great products for that segment

Easy! Get yourself a GTX 1070 (Any company is fine, except for EVGA) If you are going to game on new titles.
Unless you play MOBAS and FPS such as CS:GO, then go for a GTX 1060 or the 1050 TI.

Now unfortonatley, you are going to have to higher your budget for the 1070 if you really do some hardcore game. But for you, since you only do game, I recommend the 1060.
I'd say go for a 1050ti. It should easily get 60fps+ in minecraft. It definitely shouldn't bottleneck with your CPU and I'm 99% sure that it won't with your wife's either.

The length is something that concerned me yes, I have measured inside the case and I should have 2 cm to spare. It just about reaches the HDD bay, but it should be able to fit.

What do you mean by refresh rates? We don't really know the refresh rate of his TV. It could be a 60hz TV for all we know. For example,LG tv from like 2013 with 60hz refresh rate.

It seems that others online are having different troubles w/ Windows 10 on that machine. I would recommend leaving them on windows 7 or 8.1. If there is some reason you need to switch to windows 10, I would double check the issue with the graphics card as it seems others with the Inspiron 620 did not have that same issue.
Googling the model number, there are some shots of the Mobo that show that it has a PCIe graphics slot. PCIe will negotiate to lower speeds, so you should be ok getting a newer 2.0 or 3.0 card even if it is only a 1.0 interface.
This card claims compatibility with windows 10 and seems to fit the bill for you. Buy it somewhere you can return it just in case graphics doesn't turn out to be the problem.
And if you don't like AMD here is something from Nvidia
