I wish I could help with technique books, I was fortunate enough to start with private lessons so never thought to look into basic technique books, hopefully another user can help. However, someone on youtube named Josh Layne releases really solid harp education videos, and he has a playlist called "your first harp lesson" that covers much of what I imagine you are looking for: https://www.youtube.com/playlist?list=PL1EDB4543B36842E1

My favorite exercise book is "harp exercises for speed and agility." I don't believe it explains techniques, but it has excellent progressive exercises capturing what you'll frequently encounter in real harp music: http://www.amazon.com/EXERCISES-SPEED-AGILITY-NON-PEDAL-PEDAL/dp/096281203X

Do you have a method book? I started with this book when I was very young and I'm pretty sure it taught me all the basics - like crossing over and under. Might be an easier place to start than trying to find songs that fit the bill!

I would recommend the ABRSM sight-reading books. They range from grade 1-8 (in difficulty) and are incredibly helpful!

I would check out Sylvia Woods' book, Teach Yourself to Play the Folk Harp, along with her many other music books, which are very accessible.

Much of her music is available from her website in PDF form, including the Teach Yourself book.
