It's certainly not free, but Salvato's Environmental Engineering is hard to beat for NEHA prep. It's long, but readable and very informative. Plus, it's a great reference book. If you're currently working in EH, your state EH Association or similar may loan you a copy.
I liked something like this
I came into this with a BS in micro biology and an MS in soils, so no relevant coursework. The exam is all over the board. I was able to get through it using study material.
