Generated Structures certainly aren't the only thing that makes a biome special. They are oftentimes something special that really could have been placed in any biome at all. The Woodland Mansion could have been put in the Plains biome for all I care. Look at the desert, it is sand galore there, very practical for their decoration capabilities, and TNT! How about the jungle, and the new bamboo plants you can find there? How about the giant trees in the Mega Taiga biome? How about the Badlands, it is filled to the brim with hardened clay? None of these examples are generated structures but the resources you can find are quite useful nonetheless. While on the topic of the Badlands, it is probably the best place to go mining, due to the abundance of gold. I do think that this is unfair and that different biomes deserve the same treatment, but are you really going to argue that an emerald every couple 10 minutes is going to outweigh a truckload of gold without venturing too far from the surface? Also, guess what else gives EXP, which is super useful for preparing for the Nether and the End? Practically half of the things that you do in this game! Slaying mobs, Trading, Fishing, Breeding, Smelting, and the aforementioned Mining. While I do agree that jungle biomes are quite annoying to get around, almost everybody makes a treehouse anyways, to get an amazing view. Need some lumber to make your house? In a jungle, go chop down one of the billion trees. In a mountains biome, tough break, because there is a noticeable scarcity of trees. Do you realize how little memory costs now? You can buy a 16 gig USB stick for just a handful of dollars, which can hold a world FAR larger than basically any player will ever need. For many players, it'd likely be able to hold all of the worlds they'd ever make.

On my public server, the 16,500 x 16,500 block world (which is enirely generated up to & a bit past the border) is less than 5 gigs. I'd wager >95% of worlds never get that much of their land generated, and even then I could hold about 3 of them on that flash drive.
