Yes, it's just called the Heroes Handbook. In fact there are two versions you can get.

Both books contain exactly the same ruleset, but the generic version has some small rules errata & the DC Adventures version has some DC stuff in the back & DC artwork instead of the generic artwork in the generic version.
Beyond that you don't NEED anything. There are certainly books that you could purchase to make life easier, but not a single one of them is necessary. All you need is the Heroes Handbok, a D20, a working understanding of the superhero genre & some random people to game with.
Go to your local library and, if they have them, check out some classical music CDs. Stuff like "Heavy Classix" or anything baroque or operatic in minor keys, like the opening to Bach's "Little" Fugue in G Minor -- one of my personal faves, BTW -- are great. Or if you have a local college with a "Music Appreciation" or similar course, ask their library for a coursebook or just talk to the prof. They can point you in a good direction if you ask nicely.
You will face some issues with both 2e and 3e because they are similar to D&D but different enough that you won't have everything memorized.
3e has the better set of rules IMO so I suggest 3e, specifically the Deluxe Handbook because the rules are the easiest and there is a quick start character generator if you just want to roll up some characters and dive in.
