Its just a few bucks and it works perfect.
Steelhax and Basehax are pretty easy to setup once you have acces to Homebrew. Steelhax works with a free to play game from the Eshop so you dont even need to spend money on it.
Basehax works fine aswell. There are guides for both secondary entrypoints in OP's post.
If it's not to expensive, just buy from your local GameStop. I'm pretty sure, that they know what they are selling.
Or a better option, buy from amazon the Powersaves Pro, if it doesn't work, you can send is back.
Take care that the one on fnac is a bit overpriced. I bought this one on amazon (the standard option) with urgent shipping and 1-day delivery (I was a bit impatient) and it cost me something like 24 € altogether. (Shipped to Portugal)

It's a powersave device said it was made for pokemon

The one you linked only works for 3DS games, but not for NDS games.
Does this have anything to do with the new 2018 version they released? It's not a pro version but I'm assuming it's the newest one?
Action Replay Powersaves 3DS - 2018
I was looking about investing in one of these but reviews seem mixed and the models are confusing to me. If I have a New 3DS should I be getting the PowerSaves Pro or this 2018 version?

it doesn't matter so much if you get one that's the wrong region, you can email the company and fix it. just don't buy the pro version, it's more expensive and it's the exact same thing as the regular.
I got mine off of amazon, it was the correct region(us) and I've had no problems.

If I'm right, unless things changed since I got my powersaver, you only use the game carts to use powersaver. For an old AR cart, I don't know. I kinda wondered myself, but then again I hacked my 3ds.
