This is the best manual for military style remote viewing.

However, if you already have psychic background, i would probably stay away from CRV. it may mess you up a bit. doesnt fit with every person. however, whatever you orientation, some basic guidelines like how to deal with AOL, emotional impact of the target, and use of descriptives will proably help everyone.

The beings specifically on Earth are the Oranges (miners, underground), Angels (extradimensional, assists humans in need), Elementals (extradimensional, responsible for Akashic Records, fulfills human wishes), and some others that are more closer to humans.  
They're actually pretty cool. They're not dumb though. They know of humanity's weaknesses, hypocrisies. So while they're sympathetic, it's really up to humans to solve human problems.
Ingo Swann mentioned (In an interview with Art Bell) that he was tasked to view an alien base on Earth. And while he said it is no longer there, the book 'The Catchers of Heaven' in which the author Michael Wolf goes into details about many other bases.
I have not read the book, and myself have never tried viewing advanced beings. I do not dis-believe in them. I think there is a possibility. But if you are curious enough, you can pay a professional Remote Viewer to view a target of your liking.

There are plenty of us who have proof of the abilities. So it's not very cool to just throw the blanket over this entire group of us all being only "alleged" Remote Viewers.
