I use these ones! They are slightly bigger that I'd really prefer (I'd like a snugger fit), but nicely thin and, most importantly, very cheap. As great as it would be to have everything in premium sleeves, I can't justify the cost.
That makes sense. I've always assumed penny sleeves were about $1 for 100 sleeves, though I'm sure inflation will kick in ay some point.

I thought about a similar thing, printing the face and name of every hero and putting them into coin holders like these, so you can reach into bags and pull out heroes, villains, and environments. It would be cool, but take a lot of time.
Our group has only ever used dice as counters. Some Oblivaeon matchups can start to stretch us, but for the most part two 10-packs of d10s & a couple cubes of small d6s covers us. I got a dirt-cheap pound-o-d10s, but if I were to do it again I'd probably go with something like this.

It's a twofer really, since the real life Colchester, CT was also named after the original UK one (just without the "New" prefix in RL), so you weren't exactly wrong, just missing a more specific reference.
Further pontificating: we take the "few miles away" part somewhat literally, I find myself wondering if Rook City is either in Rhode Island (since said state of course has a RL stereotype of being run by the, ahem, "Organization"), or I also could vote for it being an analog for Holyoke, MA which also started out as a shiny, All-American city and has basically turned into a hellhole, though its industrial output revolved around paper rather than pharmaceuticals. (Like there was one site that gave Holyoke, MA a violent crime index of 87 out of 100, and in comparison the general MA average is 32.)
Tangent: Yeah, a lot of the stuff Lovecraft and modern New England writers like Stephen King draw from really exists or existed; Horror Guide to Massachusetts is one particular reference to look at.
