It is apparently a yagi antenna, specifically this one I think.
I'm not convinced that this was intentional at all and believe your cynicism to be unwarranted in this particular case. As I read it, it appears the author was simply more concerned with specifically reporting on the NSA's reaction rather than the latest revelations themselves. His resume seems to support my suspicion, seeing as, among other things, he authored this book.
