I want to write out a very long response to this and I still may later but I'm going to condense it as much as possible for now.
First off, do not get Satellite internet. Regardless of what they claim on their website(s), it's still terrible and will be worse than your DSL.
Secondly, in the meantime, you need to call your ISP and have them bring out a technician to resolve the speeds you're getting. 20Mbps vs 4Mbps makes a huge difference in 2018 considering the "size" of websites with the amount of images, ads, videos, etc. that are pre-loaded (not to mention the new design and development frameworks that are available and also need to be loaded.)
Third, my dad is in a similar situation where the only service available to his area is 6Mbps AT&T DSL and they're charging him $54.99/month (compared to my 1Gbps Google Fiber for $70/month (flat.) He does, however, get 5 bars of LTE in his house so he purchased a jetpack router from Verizon for a one-time purchase of $50. He pays $20/month for a "Line Access Fee" and it gives him somewhere in the realm of 20GB of 4G/LTE data per month but then it drops to unusable speeds after 20GB. He only uses it for Xbox LIVE multiplayer (Destiny 2) so it works fine for him.
Lastly, there is another solution that requires both money and some sort of IT-competence. You can always purchase multiple DSL lines to the same house. If you get your line fixed to where you're receiving the full 20Mbps that you're paying for, then 1 additional connection should suffice for you. 40Mbps isn't great by any means, but you should be able to handle any modern-day tasks. The second part to this is purchasing a Load Balancer that supports simultaneous Dual-WAN.
