it sounds like your whole university could use a Bolman & Deal style assessment. check out their organization behavior theory and see if any of this applies to you. it might help you pinpoint exactly where the issue is originating and be able to communicate this if you are not able to effect change directly. There are some book on the topic. Here is the one I used (https://www.amazon.com/Great-Jobs-Abroad-Arthur-Bell/dp/0070058393) it's very old now though.
Check the library for more current editions. Most/many won't be specific to student affairs. But if you're able to go abroad, and that's your primary goal, look for opportunities that'll build skills that might obviously transfer back to campus work.
I found this book a good one for starters. Then move to Dummies Guide to Personal a Finance in your 20s.
