You sew a layer of fleece to a layer of padding to put them together. If your rats aren't huge fabric destroyers you could clip them down. Binder clips will not work in a Martin's cage. You need curtain clips like this or alligator type clips. They are narrow enough to fit the mesh of the bars.

Another thing I did (if you aren't a sewer) was to get a snap tool (https://www.amazon.com/dp/B01CZ7CGQG/ was the one I got but there are lots of others)
with plastic snaps and just snap fleece and padding together, then clip it down with the clips.

I don't use fleece in the bottom pan. Tried that in the beginning and it was a disaster. I now use kiln dried aspen or pine. The pan is deep enough they don't kick too much out unless they are being extremely determined that day. :)

Nothing I make is particularly pretty, but it all works. Walmart often has a fabric dump bin of things left from the end of bolts. Their already cheap fleece is even cheaper. I use it for floor mats, hammocks and random scraps for them rats to play with.
