After some internet searching and more discussion with mom, I think it's doable because I made an assumption that it turns out isn't true.

I assumed you wouldn't be able to find elastic of the right width with two pre-finished edges, and would have to cut down a larger piece and finish the edges yourself. I have since found some already finished that I think will work.

I found some elastic of a probably comparable width here (7 7/8" wide, they also sell 6") or on Amazon here (7 7/8", or 6" here). The back panel on my knee pads is 6.5" tall, and the back panel on my elbow pads are about just over 5" tall, but I have a size small set.

The type of elastic you'd need for the straps can be found here (on sale/clearance) or just about anywhere else. All of my pads use the same 1.25" wide strap, and that's a very popular size of elastic. I linked the cheapest/first google result.

With elastic that's the right size, the only sewing involved will be sewing the panels to the front of the pads, the straps to the panels, and the velcro to the straps.

When I bought my set a couple of months ago, I bought it here and they were cheaper with free shipping. It's not enough savings to pay for the fabric, but it helps.

We also double checked to make sure you can get the pads turned inside out, which you need to be able to do to sew on the back panels, and it's possible.

My mom asked where you live and said she'd do the sewing for you if you're nearby, so feel free to PM me even though that's a long shot. I can also get more measurements if you want them, like total strap length or whatever, or ask my mom any other questions.
