I bought 700 of these for $15, and I have a little dispenser that hooks onto my leash for them. Then every time we walk, I pick it up, and drop it into my big city trash can.
We've been using dog poop bags -- yes, still plastic, and yes, buying something, but still less bad than grocery store plastic bags, which we no longer need.
