The 48" height could be limiting, especially if you want to hang the filter inside the tent. You can make it work, but I think you're going to wish you had another foot of headroom in there.
I just looked and didn't see any 5' tents in 2x2 at a reasonable price. If you could fit a 36x20 tent, this one looks decent. I used a tent that size for my first few grows, and it is capable of growing two decent size plants, with proper lighting.
The mars panel will work... I've used them. But I can assure you that you will wish you had spent another $50-100 on a better light. This is the current winner, IMO. (they will be back in stock within the next week). If you are going to splurge, stick with the short 2x2 tent, and splurge on the light. It will pay for itself through (1) yield, and (2) your electric bill, and if your grow goes off the rails, and you give up, that setup will have legit resale value.
I would probably suggest using coco as your medium. It's easy and plays nice with the hydro nutes.
You MUST budget for a good quality pH pen. I like Blue Lab products. Get storage and calibration solutions to go with it. A cheap EC/PPM/TDS meter too.
No need for the lenses in a tent.
Your bigger issue is going to be COBs in a 4' space. Even if you turn them down to 125w or so (which is all you need in a 2x2'), you still need to allow 12" - 18" of space between plant and COB during veg and early flower. Your COB frame + heatsinks will take up at least 6", then room for exhaust fan/filter.
That only leaves you with a 18" for your plant(s) & pots. Not impossible, but it's going to be difficult.
This 3' x 1.6' x 5.2' Apollo tent is a better fit for your Citizen kit.
My current light is all 3500k, can you tell me more about the advantage of going with other spectrums?

that's the tent that I purchased. I really like it. Putting it together was nice and easy not to mention it was inexpensive. Personally 5'2" is more than enough for me. I have 3 plants in it now that are growing very well. Height is certainly not the issue at hand; especially not with LEDs
