2GB Atom is what I have in Chromebit. I leave that for my family to use and they are happy with it - i.e. tech morons.
In fact you can just ape me and buy that for them since they want to watch on tv anyway. It's really cheap and you don't even need to charge it.

While not Windows 10, ChromeOS has this ability. It would be easy to setup with a Asus ChromeBit ( https://www.amazon.com/CHROMEBIT-Stick-Desktop-RockChip-3288-C-LPDDR3L/dp/B0181JTPCU ).

They need to be licensed for this feature, and the Chrome Enterprise license costs $50 a year, or there is a perpetual price that I do not remember off hand. But that cost is minimal when you can get a device for under $100 and not have to license AV for it.
Get a Chromebit and a USB webcam, and you're ready to go.
If you want to use a USB wireless mouse/keyboard rather than bluetooth mouse/keyboard, you'll also need a USB hub since the Chromebit only has one USB port.
This is the cheapest Windows Chromebook Im aware of, would suit your needs just fine.
