This. You could also get "odor bombs". Probably more than one depending on the apt. size since they are more tailored to cars. A 2nd option is using ClO2, though the house will smell like a pool for a couple days.

It does leave a strong smell for a while after using it, but it does go away. Amazon reviews and the directions should be enough info to research it yourself.
I've posted this before, but seriously, stuff works. Just plan to leave the car buttoned up for 24 hours, then it will smell like a pool for week, then the odors will be gone:

...that and an interior air filter change did wonders for my wife's car. It had definitely been smoked in.
