Personally, I would have opened another and recorded it.

If anyone is actually taking real advise from this sub, the parent should immediately call poison control, (800) 222-1222. They are the ones who have the authority to escalate this if anyone, especially a child, possibly inhaled or ingested an unknown substance from prepackaged food stuff. They would also obtain the important information (i.e. lot number, date of manufacture) that could be used to determine root cause. This is the most secure method to document and respond to any food related incident.

A cashier at Target might mention it to supervisor, but will probably just throw it away.

We use reusable pouches. Much more economical and I know what he's eating.

How well does the dishwasher clean them? I use these ones, but I feel like I need to handwash them because of the nooks and crannies.

I've used this style (though a different brand). I liked them as well, but then got these and found them so much easier to fill up:

They open up from the side instead of the bottom and will stand up on their own when filling them. It comes with a tool that you stick in the opening which ensures you don't get food on the zipper (which would always happen to me with the bottom zipper style, making it difficult to close the pouch)

Not OP, but you can get the pouches on amazon for about $1 each. If you use them a few times it should start paying for themselves pretty quickly. Considering you can make a carrot purée for $2 and probably fill them all.
