Your water changes are WAY to frequent. Slow down to only once a week when you don't see berried shrimp. When you do see berried shrimp, stop all together till the babies come. It's the water changes and their associated parameter shifts that are triggering a molt and thus the egg dropping. If you're still worried, you might invest in an Incubator once you see the eggs drop to save a few.
