I recently ordered BatPower PDE 2 P60B, but it says it only does 65W with PD. That particular model is just outside your price range, but there are some lower capacity ones well within it.
You don't specify what you're trying to charge, but if it's a surface, you'll probably want the ProE 2 ES15B, which is 148Wh and fits in your budget. Comes with a surface connector.
