For the initial idea and rapid prototyping phase, I highly recommend using physical cards. Buy some blank cards, get some markers, and start experimenting.
I used cardstock, but it required lots of cutting to get the right size. I just searched and found these. There are also these but the reviews say they're narrower and longer than traditional playing cards, and hence won't fit into standard sleeves properly.
I'm glad I came across your thread, because I have more ideas for my card game I'd like to test. Using physical cards is actually a ton of fun too, since it's really easy to just sit down with a friend and playtest.
You may be resistant to the idea of using physical cards, but the playtest-iterate cycle is so much faster with physical media. And it's the playtest cycle that is the bottleneck at the start of a game design project. Physical cards get your gears turning in terms of the game's actual design, rather than getting hung up on implementation details, which could happen if you take a code-centric approach right from the start.

They make blank face decks of playing cards, FYI. Get a sharpie and you can write whatever you want on them.
