Perhaps this might work? Fusion Sketch Folio. Its a little pricey and I don't know if it's college ruled, but it's as close as I could get in spiralbound.
There are some that are hardbound and some that are alternating lined and graph(search engineering notebooks). There are half lined and half blank: Bienfang Vertical or Horizontal
