The brand I use is Tesla, they are on Amazon (out of stock right now, https://www.amazon.com/gp/product/B01NBS9UPV/). I have seen these all over the place with all common brands like Under Armour and Nike. I also use their compression shirts but only in really cold weather.

I usually carry my phone (Nexus 6, it's yuuuuge), ID card and credit card, keys and reading glasses. The belt is elastic.

After rereading your post, if money is really tight, I got a great neoprene /reflective running belt for next to nothing off amazon along with some other safety gear. I'm probably a horrible runner form wise, and it stays rock solid. Here's the link. It comes in a bundle with a running vest and hi visibility bands for night running.
