It's probably nothing too serious. It's really hard to tell you where to test those voltages until we can see in the cabinet. Twin Cobra is a JAMMA game and who knows how the original owner did the conversion. If you can tell us what monitor (make/model), that would be helpful too.

My guess is the JAMMA Power Supply is toast and needs to be replaced. They're $21.00 on Amazon. Look for something like this and use a voltmeter to test the outputs. Be careful around the AC In - those will jolt you good.
