Looks like the Coaxsher molle chest rig is the right path for you. It's basically admin pouch with fold down, and you can add a radio rig to the shoulder strap easily enough.

It's basically black strap and some buckles to make your own custom straps. You basically need one strap across your lower chest, and one strap around back of your neck. The upper can hang from your T&T's upper D-rings. You can probably get some MOLLE D-rings (Grimloc clones) for the bottom strap.
