...nor is it better than the new [$5999 1D X Mark II] (http://www.amazon.com/Canon-EOS-1D-Mark-Digital-Camera/dp/B01B6OTTIM/ref=as_li_ss_tl?ie=UTF8&linkCode=ll1&tag=battleforthew-20), with its 800mbps 8-bit 4:2:2 4K/60p - but OP said "budget is an issue", so Canon 1D cameras are probably not relevant.

Peter typically shoots on the 1DX mark II. He does deliver some videos in 4K, which leads me to believe it's 60fps based on the camera. It is possible that he is upscaling though, since 4K videos on YouTube play at a higher bitrate and look better.
More than likely 60 though.
The guy linked the Amazon page and he bought it directly from Canon, 'ships from and sold by Amazon.com'. Seems like pretty shitty practice for two massive companies like Canon and Amazon to not check if their returned merchandise is actually what it claims to be...
