Tipp: Cherry MX Board 3.0.

I saw a few options:
Majestouch 2 (Keyboardco is the official Filco distributor and they stock German layout ISO boards and ship to Germany. They are based in the UK and are very helpful, you can get in touch and ask them about EU shipping prices. Their full ISO-DE stock list is here: http://www.keyboardco.com/category.asp?sr=&path=mechanical+keyboards&lan=German&ss=de&rtv=100

DAS 4 Professional or Ultimate in ISO, still seems to be available.

Cherry MX-board 3.0 is also compatible with PS/2 adapters and is available in ISO-DE in MX Brown (not many left on Amazon DE, but they are available and at a reasonable price): https://www.amazon.de/Cherry-G80-3850LXBDE-2-MX-Board-Professional-Tastatur/dp/B00HDZTMBS/ref=sr_1_1?ie=UTF8&qid=1465407656&sr=8-1&keywords=cherry+mx-board

That's about all I can find regarding PS/2 support. Generally with many USB boards now offering NKRO over USB, manufacturers don't really go for PS/2 support anymore. Shame really.

Hope that helps

Edit: Got ninja'd by someone about Keyboardco, sorry!

For Cherry switches

I would not go with a 144Hz display on your budget. That would be nice with at least a GTX 1070, but since you also need the OS, dual displays and a keyboard it won't fit into budget.

This would be my suggestion:

Add two IPS displays, https://www.amazon.de/Samsung-S24F356F-Monitor-Pixel-schwarz/dp/B01EX7KSPM. That leaves more than enough for a keyboard, which is its own world. If you want a high quality mechanical keyboard without fluff have a look at https://www.amazon.de/Cherry-G80-3850LXBDE-2-MX-Board-Professional-Tastatur/dp/B00HDZTMBS.

The Cherry MX Board 3.0 comes with a wrist rest that clips to the keyboard to form a single unit.

65 for me (i am, too from germany)
i am not an expert on that matter and don't know what to expect. it's hard to believe these prices (100+ €) on "gaming" keyboards; when you can get some for 10-20 €, altough not mechanical.

before buying anything i need to go check on those live anyways, so i get a feeling on what switches i want

You are absolutely right about the backlighting. There are multiple switch configurations available. I can't find any Browns though. Have a look at the MX Board 3.0 or the Quickfire TK. The MX Board has no backlighting and the QF TK has a non-standard bottom row. I'm sorry that I missed the Numpad part.

Yes Cherry keyboards with G80 in the product number have Cherry MX switches like the Cherry G80-3850. Still not 100% sure what you mean about "plain keycaps" like blank with on legends?
