Oh, I completely understand that, and I agree. Here in Philly they've 'upgraded' all of the public trashcans in center city (they're solar compacters, pretty cool actually), but now none of them have the ashtray on top. So I get to walk around with stinky pockets until I find a can, which are pretty much non-existent outside of center city. We also have a law that makes it illegal to smoke within 20 feet of the entrance of a business, which pretty much makes it illegal to smoke in center city if you're not in the middle of the street. There are a bunch of these around on the weekends, but that's about it.
