yes, there are root dictionaries that break this all out - the Ozhegov and Schvedova Root Derivational Dictionary is a bit rare and hard to find - it is all based on the stem and root and in most cases shows related words that derive from the core words

There are also a lot of Phonology and Morphology textbooks out there for linguistics studies and RU500 level (graduate courses)
