In case you didn't know, there is an official B5 cook book. I believe it has Garibaldi's recipe in it.

Sounds like you need a copy of the Babylon 5 Cookbook! (pdf version) It has a whole section written by Garibaldi, including Bagna Cauda, and several cocktail recipes from Londo and Ivanova.
