Sorry this is a little late but I currently live in Japan and women here like to do waterline lining, especially tightlining the top waterline, since natural makeup is huge and waterline lining on top gives definition but isn't obvious! I picked up the Dolly Wink mechanical gel eyeliner and it never moves on me! I can wear it for hours and it will still be in the same place. The formula is kinda weird though, which is slightly thick and sticky and never dries down fully so it doesn't give misplaced by your tears.
