hmm... well in the first diagram I'm thinking that 2.0 is either 2 inches or 2 centimeters (cm) that being said I suppose that you're out side of the US so Metric is the big system being used. I'd go with centimeters (cm) now that being said lets presume that we're working metrics. Which makes the 7.0, 7 centimeters from the edge of the seam of the white and green part. Going down further, the 1 is the 1.0 cm from the edge of the seam allowance. I'm guessing the pattern doesn't have that built in so you must add that on plus the numbers listed in the pattern. Which seems like a lot of work to cut the extra bits... I would look in to double pointed darts
In the green bit I'm thinking you'll need two cut of the fabric so the 1 is one piece and the 2 is the other one you need. At the bottom you see how they want you to connect them together.
As for the 2,0 and the 3,5.... ya got me...I don't have any ideas what they're for.
Swimsuit fabric is what you should look for other wise the chlorine in the pool will kill it.
Also special elastic too.
