I've got a 4-bay Drobo, and it's performed flawlessly. It's USB/Firewire so for NAS ability, I've just got it plugged into an old PC running Windows 7, which shares it across the network. They've got a product called "Droboshare" that does this, but from what I read, it's buggy.
I love it; it keeps tabs on your drives, how much storage you're using / got left, and you can even mix drive sizes. I've got three 2.0 TB drives in it now, for approximately 3.6 TB of raid-5 (or equivalently protected) space. It's not what I'd call cheap, but I see them on eBay all the time.

Based on that, my suggestion would be to consult with a local security company then. 12,000 GB is 12TB. To get that sort of storage, you are going to need multiple hard drives that a surveillance program sees as only one. There are multiple ways of pulling that off, but they are all going to require a bit of knowledge and experience setting up that sort of thing.
Unless, you go with something like Drobo where all you have to do is drop in your hard drives and connect it to the network. However, you may or may not get the hard drive performance you need for 16 cameras.
Thus, I revert to my previous recommendation of: consult the experts.
