I'm not too knowledgeable about dresses, but I used a bit of google-fu and I think the green dress might be a green short tulle dress or a cocktail dress worn over a long sleeve leotard and white but slightly green leggings.

It is a pretty custom dress though. I haven't found anything quite like it.

I found these on amazon, but they're all different from Fluttershy's dress.
