For regular workouts, as others have said, go for the dip belt, far faster and easier to put on and adjust. As in,it takes no time at all.
Great for both dips and Pull-Ups, but make sure you are doing perfect form first, as adding weight will increase the chance of injury.
With both I suggest starting at 10 or 20kg added weight, and work your way up from there.
For nearly the same price, he could just get a dip belt. Especially to someone who has a homegym, $16 is worth it.
