It is called lottery bc you are buying a bra and betting it will fit. :/ You can get lucky and get a bra for cheap, or spend a lot of money and end up with a lot of bras that don't fit. Many do this in your size with M&S bras that are available on ebay.co.uk for very cheap.

If you like push-ups, the Freya Deco Half-cup might be worth trying. I've seen a few reviews saying it works for bottom-heavy breasts. It only goes to an F but if the 28F is too small maybe 30F would work with a Rixie Clip or altering the band down.
Freya Deco Half Cup! This is one of my favorite bras, since its a half cup + molded. It has pads in the bottom for a little bit of lift. I don't know if it is technically the right shape, but this is the only bra in your size I am aware of with pushup. You might need a 28DD.
